Moodle 5 is not compatible with PHP 8.1, so that will almost certainly solve the issue.

This is rather like those generic security reports. They suggest somewhere to look next but don't guarantee that you have found a problem.

But that's always an issue with any persistent login system. You have to trust the end user not to tick the "keep me logged in" box on a public computer. In fact, even getting them to log out is a big ask.
