It means that these scheduled tasks (cron) have failed. Go to Site admin > Server > Task logs, filter on failed tasks. What do the logs say?

I'm not familiar with WAMP (I'm not a Windows user) but it's unlikely that Moodle is detecting the incorrect version of the database. So it's likely your database configuration is incorrect somewhere.

You've had a lot of answers but nobody has asked you *how* you installed Moodle on your laptop? Is this using a one-click installer? If not, what instructions did you follow?
