I'm a bit confused. Where are you installing mariadb? There's no database container in the compose file and the Dockerfile just installs the client (not sure why you need that).

Check your web server's error log. It should hopefully reveal why it refused the connection. It may well be nothing to do with Moodle itself.

No... it's an old service built into Moodle that acts as an HTTP client. I *think* it's used for stuff like the RSS client, detecting what browser you have and stuff like that.

I believe it's effectively deprecated. At least for new code.
