That's not in core Moodle. That looks like some optional plugin or optional theme. Somebody may recognise it.

If you want Manager roles to have access to all course "stuff" but not the site administration functions (that they do have access to), consider creating a Course Category (for example, "All courses") and assign the Manager roles to that.

I assume you mean the settings page for "Home"? I very much doubt you can do that. The capabilities check will simply be the editing role in the site context. Managers have that.
