Anyway... I'm pretty sure that the issue is that your CSV files have a trailing comma on each line. 

We can't check the format of your file unless you supply the file. Please give us the minimum version that fails.

If you completely removed everything then you would also remove the config.php.

To me "reinstalling" means just the database. Nothing (except the config file) is written or changed in the main code area, so there is no need to download a new version.

However, in this case it does seem that an invalid version got written and remained. I think there's a big element of bad luck probably

....well, I'm assuming he created the config.php file, ran into problems, dropped the database and started again. But Moodle picked up the existing config.php, "warts and all". Which, to be fair, is one to watch out for.

You don't. He can put it back himself. One of the filter options on that page is to view the "removed from view" courses. He can then "un remove" it.
