To summarise "Enterprise Moodle" is a marketing term used by that company. It isn't a "thing".

My assumption is that these figures are intended as a guide. It's unlikely to stop working if you go beyond them - it'll just slow down. At what point that becomes unacceptable is almost impossible to answer. It depends on far too many variables.

The error message tells you that it should be under mod/ rather than under local/

However, I can't find a plugin called "user_message" to check. Where did you get it?

The introduction of moodledev.io rather passed me by. Is this a wiki or something else? If I want to make additions or corrections can I do that? I've (so far) failed to locate a login page or anything similar.

(I did read the pinned post but I'm not sure that I'm any better off)

It probably can... but you'd need to use a suitable PHP repository - which is why I asked "How?".

It's probably for the best as 18.04 is out of support (unless you're paying - as far as I know)
