....but what you end up with is Moodle on a Raspberry Pi. Which is fine if that's what you wanted. But, it's a self-limiting solution.

I simply don't agree... the steps aren't all the same. Can you install some sort of Moodle with a one click installer? Well, probably, by encapsulating the database, the web server and so on. But this generally isn't realistic. There are a whole bunch of decision points around building a working Moodle site. I can absolutely guarantee that yours and mine will differ.
There's probably some milage in creating a container-based install but that's even more "opinionated" and adds yet another layer of complexity. That is, things to go wrong.

I can't think of anything else other than this being an issue in the Internationalisation library and hence the build of PHP.
My thinking would be to try a different version of PHP. Again - where did you get PHP? Was it definitely a reliable source.
I've seen this type of thing before - this is why you don't use (relatively) obscure Linux/Unix distros. The software is much less well tested.

Do you *definitely* have the PHP "intl" extension installed?
This is failing in core Moodle, not a plugin. Where did you get PHP from? I'm wondering if you have a buggy build of PHP. I'm not familiar with the landscape of OpenBSD.

Are you saying that creating a course takes 3 minutes, deleting a course takes 3 minutes, or both?
Have you got the recycle bin enabled? This has to back up the course when its deleted. It still shouldn't take that long but its a factor I would want to eliminate.
