Some versions of Chrome had some weird bugs in them, so I'm not sure that it's entirely a case of *minimum* version. As Emma says, the real issue is why your upgrade policy isn't tracking the latest version.

What some people do is to use the Assignment activity. You add feedback files for the student. They don't actually need to submit anything.

Moodle used to use CVS for version control on Sourceforge. You have to be as old as me to remember.
