Moodle uses Bootstrap 4 and Bootstrap facilitates stick nav-bars, so I imagine it's *possible*. I've never done it. I've never used those "additional..." boxes for anything other than adding JS scripts.

They appear to be using an optional theme called Trema (https://moodle.org/plugins/theme_trema)
