I already have a few things in the Plugins directory. I don't remember it being difficult. However, I can't find the option to submit a new plugin.

So the problem is that you can't send mail...
Have you configured Moodle to point at your mail server? I'm assuming you have a mail server available to you.

Does email from your Moodle system work at all before we go any further?
