The OP's point was that for the final year of support of 4.1 there will be NO supported, compatible version of PHP. Which isn't ideal.

I think it's highly unlikely that Moodle 4.1 will support PHP 8.2. The latter stages of Moodle LTS are "security only". Other things are not backported.

Depends on the OS, but in general I would say that they're fine. The only problem I can think of is that Windows doesn't like asterisks.
