I have a local plugin with data pertaining to individual courses. It would be nice to include that as part of backup and restore.
However, I am struggling to find any evidence that it is possible to include local plugins in a backup regime.
Does anybody know for sure?

I don't understand what you mean by "batch time" and "batch slot". Can you explain in more detail what you are trying to do?
It depends exactly what you have got.
I would associate "site backup" with a database backup and a backup of 'moodledata'. The cannot "restore this to a current Moodle site". It IS a Moodle site, albeit a reasonably old one. You would have to restore it to whatever version it was (or a compatible newer version) and then go through the "march" of upgrading to the latest.

I'm not aware of any web service called that - unless it's exposed by an optional plugin.

I'm probably missing the point - but the students who can access that activity/resource will be sent the message. There's no way (from Moodle) to tell if they received it.
Others may disagree, but I usually advise against using Moodle for any kind of critical messaging.
