Moodle 4.1 does not support PHP 8.2. Like it says.

If you want to run Moodle 4.1 then PHP has to be at least 7.4 and at most 8.1. Newer versions of Moodle support PHP 8.2

To achieve what? Authentication, enrolment, something else? Where is the CSV data coming from (there are external-database enrolment and authentication methods)?

Do you mean a Page resource (i.e. https://docs.moodle.org/403/en/Page_resource) or do you mean a Course page? I'm guessing the latter is more likely. You can access a course page using the shortname rather than the id. Like this...

http:/moodle.foobar.net/moodle/course/view.php?name=SHORTNAME

If this is on your own site, is Cron running?

Deleteing courses and modules is done by a background process (Cron) and you'll end up with issues like this if it's not running.

To be fair.... failing to view materials does show lack of engagement. It may be useful to identify students that need some intervention.
