This refers to the 'memory_limit' setting in php.ini (the PHP configuration file). Without doing the sums, I'm guessing it's set to 128MB. This is on the small side for Moodle. You need to increase this and then re-start your server. Where it is and how you do that is probably a question for your server admin.

I would think that 512M is more reasonable.

The easy problem first. "open_basedir" is a php.ini setting that restricts PHP to writing data only in certain, specified directories. Although it's theoretically possible to get Moodle working with open_basedir enabled, it's not a good idea. So, your first step is (if at all possible) to get this removed. This is a setting in php.ini (and then restart server) and/or you may need to speak to your host support.

This could easily account for all the problems you are seeing.

Personally... I would try to think of a way to come at this from a different angle. You don't say *why* you want to do this, so it's hard to be more specific. But... you could (for example) trap the course creation event and pre-populate the grade categories for a new course. That would just be a local plugin.

You're going to have to give us more of a clue.

Version? Where did you get Moodle from? What/where are you installing? What instructions did you follow? And so on...

This looks like something is going wrong loading the XML files that define the database. They may be missing, corrupt, wrong permissions...
