I'm really confused about what you're asking.
Yes - you can build a Moodle report plugin and have it link into that menu. There's lots of examples (there's 8 right there).
If you mean that the report is external to Moodle then you'd need to create a very basic report plugin to add the link and redirect.
And, of course, Moodle already shows the student's enrolled courses, so I'm not clear why you're doing this at all.

I assumed that it was a theoretical question.

Outlook can do that.
But seriously, Moodle isn't a mail client. AND... mail isn't instant messaging. AND... students can disable notifications in Moodle and all sorts of other difficulties.
I can't help thinking that there are better solutions.
