Do you mean that you want to change the text of an existing Moodle email?
You can do that (to a limited extent). See Language_customisation

I don't recognise those instructions at all and the tracker it points to is unresolved.
The only way I know how to change the time formats is to modify custom language strings (see https://moodle.org/mod/forum/discuss.php?d=357877). However, this will make no difference at all to forms.
I don't believe it can be done. Unless anybody else knows differently.

Where did you change it? I can't remember seeing a setting that changes this... (but there's a lot of settings)
