I'm not sure I understand. Do you mean that...

* You used backup to backup a course in Moodle version 4.1 (so you have an mbz file)
* You THEN attempted to restore it in a different Moodle, version 3.9

That's what I thought you meant. If this is true, while this *might* work it is not supported. However, as question banks have an export/import format (as pointed out above), that's definitely worth trying.

You can't. Backup and restore is guaranteed to work forwards in versions but not backwards.

You would need to upgrade your (unsupported) 3.9 site to 4.1.

Yeh - I know. If, for example, you have a long-running process in one tab (in Moodle), you can't just open another tab. Moodle will only allow one session in one browser at a time.

You can, for example, work in two different courses in two tabs but you can't actually do stuff simultaneously. This rarely matters much, unless you have set off something that takes ages. In which case, you have to wait.

Could part of the assignment being producing reasonably small video files? If absolute video quality is one of the requirements, then uploading to Moodle may well not be wise at all.
