Is my memory failing... or did you have a really bad time with collation errors a few months ago?

Your database is screwed up. You shouldn't have data with that character set or that collation. So, first thing is to take a backup in case it all goes wrong and then try the CLI script to fix the database collation.
 
Also, you appear to be using Moodle 3.9 which has not been supported at all for several months. When you've got this fixed, you should have a serious think about upgrading.

I think the OP said that he didn't have space for a full copy of moodledata, not that he didn't know how to copy it.

I must admit, I've done stranger things to test stuff but I wouldn't have been surprised if it failed. There are too many "on the edge" things, here.
