Angularjs is a JS framework and Bootstrap is a CSS framework. So, they are entirely different things and can't be compared.

Having said that, Moodle incorporates Bootstrap but not Angular. So I suppose you could say that Bootstrap is "compatible".

Did you change the DocumentRoot (and any associated access permissions) in httpd.conf to point to the location of the Moodle install?

I wouldn't modify a plugin that isn't "yours". That will almost certainly go wrong when there is any update.

There's nothing wrong in creating a new local plugin to add your functionality. That's what I would do. That can create its own tables, trap events, send notifications... whatever you need to do.

He's still going to have this problem once it's installed if nginx is not configured properly.
