I am at a loss. (I have checked) there is no text in the Moodle language pack 'Add new tenant'. That is not a 100% reliable check... but it's not a good start.

Can you give me a clue where this page is. Describe the steps to get there and/or (better) give me the URL relative to the "base" of your Moodle installation.

 

Again, the only reference I can find is for "Moodle Workplace" which is definite not "normal moodle downloaded from the moodle page".

I assumed (I could be wrong) that Annie was *writing* said plugin.

I want to know what MySQL says the structure of the database out. You can probably get this using a database manager as well. But (unless I've missed something) your install.xml looks fine, so we need to confirm what the *actual* structure of that table is.

You haven't configured the webservices properly. You've likely missed one of the many steps. The token you are using does not have permission to access the web service function you are requesting.
