It's not ideal but I doubt it's the cause of your cron problems.

Set the path correctly to the PHP CLI binary in Site administration > Server > System paths.

Sorry - I have no idea what the setting should be. I know nothing about cPanel. /usr/bin/php is worth a try as is (quick Google search) /usr/local/bin/php

You've not shown the output from the 'wget' command that hits Moodle. So that doesn't help.

I'd be concerned that the cron job running successfully doesn't necessarily imply that the commands inside it ran successfully. Can you get the output from those cron runs?

In the end I wrote a new plugin.

It takes the text from a site admin setting (html).

I've been working primarily with Moodle nearly all the time Moodle has existed so I don't have a great deal of experience of anything else.

It's a matter of motivation. If I struggle to understand docs and/or content is missing then my view is that it makes sense to update for myself - for when I forget in 6 months - never mind everybody else. However, there's a threshold of effort needed to do that. It was dead easy with the wiki, it's just enough bother with the Git method that I don't have time/inclination to do it. Sorry.

 

Having said that, I'm struggling to disagree with what you're trying to do with this.
