It's not ideal but I doubt it's the cause of your cron problems.

Set the path correctly to the PHP CLI binary in Site administration > Server > System paths.

Sorry - I have no idea what the setting should be. I know nothing about cPanel. /usr/bin/php is worth a try as is (quick Google search) /usr/local/bin/php

I've been working primarily with Moodle nearly all the time Moodle has existed so I don't have a great deal of experience of anything else.

It's a matter of motivation. If I struggle to understand docs and/or content is missing then my view is that it makes sense to update for myself - for when I forget in 6 months - never mind everybody else. However, there's a threshold of effort needed to do that. It was dead easy with the wiki, it's just enough bother with the Git method that I don't have time/inclination to do it. Sorry.
 
Having said that, I'm struggling to disagree with what you're trying to do with this.
