I know what "forever" means as a colloquialism but it doesn't help to sort your problem. Do you mean it take a few more minutes that you expect, hours, never, or something else?

Have you established that those tasks are definitely running? They won't fail if they don't run.

CORS is enabled by default in Moodle's web services - since Moodle 2.8. See, https://tracker.moodle.org/browse/MDL-47545

So, if you're having cross-origin errors then it's not being blocked by Moodle. Is something stripping the header, perhaps?

I believe it's all cached... so, as usual, it's worth purging the caches.

That function is defined in file course/format/classes/base.php at (or about) line 913.

Do you definitely have that file and is the function declaration at that line?

Oddly, I *do* have the same IDE setup and I've never noticed a problem.
