Ok - skipping the forever stuff - I'm really struggling to understand your problem. Can you write *concisely* what is going wrong / what you expect to happen? Then I (or somebody) will hopefully have some idea.

 

And (second part of my question) have you had a close look at your scheduled task page and logs to make sure nothing is going wrong?

It's up to you but if you modify core Moodle then how will you upgrade? You would need to (somehow) make all your changes again. Building plugins is more effort but will usually survive upgrades with little or no effort.

That is your question, in essence.

Yes - you can modify most things by creating a custom Theme. Themes are good because, beyond some basic boilerplate, you only need to specify the things that are different. In this case, you'd just need a new layout file for the login page. You won't need CSS if the thing you want to change doesn't require a CSS change.

Moodle uses the Bootstrap CSS library which is a LOT easier than straight CSS.
