They have PHP 5.6, 7.0, 7.1, 7.2, 7.3 and I believe its MariaDB 10 (unsure about it though), but they have all three flavors in DB, i.e MySQL, MariaDB and Postgres.

Victoria, Just before replying, I tried installing moodle 3.7.1+ on BlueHost and it did installed successfully, you may have been trying installing from script installer, that may not have the latest versions (besides installing from script installer isnt recommended at all) - Their chat support is absolutely USELESS since EIG took over they moved their support to India and those guys dont have a clue what they are talking about, thank fully their service standards remain recommendable for me to stay, else I rarely use their support. So feel free installing moodle 3.7.x or any on their servers.
Jarkko, what is your moodle setup? i.e. Linux or Windows based

you should have, opened browser and typed localhost, it would have started moodle there, moodle works in browser not as standalone applicaiton.
