Might be worth going back to a backup and re-upgrading using the latest CVS version.
The other problem about manual enrolments is fixed in 1.9 (improved even, since you can choose the period on the fly), but I'll look into earlier versions.

I don't think that claim is accurate.
Almost all individuals involved in Moodle development work for educational institutions (or have such institutions as clients). And conversely, any institution that commits to helping with development is actually committing one or more individuals.

The Unicode conversions shouldn't cause problems if the character sets in your old language packs are defined correctly. If you were using Unicode before then those texts in that language will be skipped.
