HI,
we have developed a full elearning system using moodle 1.9 on our own ISP's server.
We altered the theme and some of the interface and it's working perfectly.
We now wish to move it to another on-site server which has a fresh install of Moodle 1.9 with a blank database . We moved the contents of the Moodle folder and the Moodledata folder. We then changed the config.php folder accordingly.
However, the on-site installation is not displaying any changes, except the title of the site. Otherwise, the background remains blank with none of our changes or design.
I would be most grateful if anyone could suggest where we might be going wrong, are there any other config files we need to change?
Any suggestions would be most welcome.

What is most obviously missing from your description is running replace.php. See, http://docs.moodle.org/en/Moodle_migration
Additionally, is it your intention to leave the db blank as opposed to dumping and importing the db into the new system

Yes, I tried running replace.php but I could have made a mistake with the addresses.
We didn't have any actual course content in the original setup so I didn't think there was any need to transfer Database file across.

There is more than course data in the database: configuration parameters (261 of them as of Moodle 1.8.3, such as theme and calendar preferences), users (including admins and teachers), roles, plug-ins, blocks, modules, etc.
