Hi,
This is a bit late, but a simple work around is to create one category as top category and have all other categories come under it. Then set your global taeachers as teachers at category level in this top category (This can take some time if you have many courses) and remove them as global teachers. They will still be teacher in every course, but will have no more rights than regular teachers.
