The University "is somewhere in northern Virginia". Its dean is Frans Bax a political scientist and veteran Far East intelligence analyst. Many of the courses may relate to banking and may have a pedago-philosophical focus on the promotion of "alternative alanysis," which seems to be combine the ability to think out side the box and to balance, sustain, assess and connect the dots between multiple, some might consider "outlandish" alternatives.
In the wake of failiure to act upon intelligence prior to 9/11, "as CIA University President Frans Bax has pointed out, senior US Navy officers produced an alternative analysis-like secret report in early 1941 that quite presciently explored the then somewhat outlandish possibility of an aerial torpedo attack launched from aircraft carriers [upon Pearl Harbour]."

I guess the CIA will have checked moodle security and that moodle will be able to claim to be "CIA approved".
Martin-You could be right! The American government is known to make very public cover stories for covert operations. I watched a program the other day on tv about one such space program that was announced by the president to be for scientific research but really was a cover story for a project to spy on the Soviets from space. Then there is the story of how the Titanic was rediscovered. That was really a cover for developing the technology for recovering a sunk American nuclear submarine before the Soviets got to it. I'm also very suspicious that it is no coincidence my institute at my university got $1 million the month we invaded Iraq to make 3D maps of Syria and Iraq "only" for the purpose of mapping ancient agriculture in those countries...
The "Writing for the President" course sounds very plausible. The son of my former boss has a job working in military intelligence. He apparently took a two week course a few years ago entitled something like, "How to Know When You Possess Information that Is So Critical That It Requires You Contact the President Directly."
