There is a straight way to reindex it all. If you are logged in as admin, and go to the statistics page of the global search, you will proposed to reindex the search base. To get there quickly, just make a blank search and use the "statistics" link on the search result screen.

It just wouldn't do that, so I used some Moodlepsychology and emptied the 1816 records out of the _block_search_documents table. Then it re-indexes nicely.
