* Those two bugs are interesting. I'll have to consider that, but it should be fixable.
* I think the theory these days is that stuff like blocks cleanup when a course is deleted should be possible to do properly with the events API, but I have no idea if it actually works.
* Context block is confusing, and probably not necessary for most blocks, since you can use the page the block is on. It probably comes into its own for things like newsfeed, where you might want to assign or override a role specifically in the block.
* Flexible mixing of sticky and non-sticky blocks is possible in my proposal.
* I am sure a part of the API as fundamental as get_content won't go away.
