it's fixed
all I did was:
1) I looked at my local and compare to set as default the next items
Administration --> Aparreance --> HTML editor
Administration --> Aparreance --> AJAX and Javascript
I won't ever change them again
2) I upload the original file at
lib --> editor --> htmlarea --> popups --> dlg_ins_smile.php
and That it is
I smile again
