Might be worth going back to a backup and re-upgrading using the latest CVS version.
The other problem about manual enrolments is fixed in 1.9 (improved even, since you can choose the period on the fly), but I'll look into earlier versions.

Simply because no-one with CVS access was aware of it 
- the upgrade problem is fixed now! MDL-11142
