Has anyone found an answer to this? We have had our moodle up and running for over a year with out many problems, but this issue has just been reported to me. Even the built in admin account cannot retreve any users or roles for any context (frontpage - course level).
The mdl_role_assignments table is ok and contains data. We use a mixture of LDAP (fo staff only courses) and manual enrolment. I've run a check on the whole database with MySQL GUI tools which claims every table is fine...
We are using the latest weekly build, php & MySQL 5 running under IIS 6.
I've just got the idea how to view potential users for a course.
Users --> Enrolment Method --> Then you can see "Manual Entrolment option" --> next to "Manual Enrolment" you can see little icon with plus sign with a person, click that and assign system user roll as a student, then go to course and then you can see that user as a potential user for that course, then you can add that user.

I had over 90 users, and i had teachers all my course. But some day ago one of my teachers clicked unenroll from his course. And i want to add him again as a teacher but ... there no potential users in list???? Where they are gone?
in the users list they are shown, but in potential users they not. how can i assign teacher role again?
Mahesh - you don't assign students from the Assign system roles screen but you assign them from within courses. Please see the documentation Assign roles
