Something is wrong with the "sr" language directory in the v1.4DEV version.
During installation I get an error about the "sr" language file. Upon futher investigation I noted that the "sr" directory only has a "CVS" directory inside and no files.
The workaround I utilized was to copy the files in an earlier version of Moodle and upload them into the "sr" directory on the server. I did not change the "CVS" directory or its contents.

It's a dead directory, replaced by sr_utf8.
Make sure your CVS has "pruning" turned on so you don't see such empty directories. I'll get that directory deleted anyway.
