There is a translation block, but it doesn't support arabic-english. But perhaps it is a starting point for your own development.

It is really difficult to develop a tool for Arabic/English/Arabic translation tool because of the huge conceptual, contextual and usage differences between the two languages. It is not as English in relation to French, for example, where there are semantic similarities . Up to my knowledge there isn't a dependable Arabic/English/Arabic machine translation software. Google, as Martin posted, is a nice tool, but it not as accurate as we hope to.
From experience as a translator of moodle and other Arabic/English/Arabic materials, I can assure there isn't any tool that will give you a meaningful translation. Let me give some examples from moodle concepts and terms:
1- Grading is used in moodle as a verb in different assessments activities; if you paste this verb in google you will get (تصنيف السلع). This translation is totally wrong. To accurately re-translate these two word back into English they will give a totally different meaning (they mean categorizing products or products categorization).
2- the following phrase is used in moodle, too.
( Sorry, your login has failed - you could not be authorised.)
Google translates it as
(عذرا ، لتسجيل دخولك اخفق -- انك لا يمكن المرخص لهم) This translation has syntax and stylistic problems. One of the possible meaningful transation is:
(عذراَ، لقد أخفقت محاولت دخولك - بربما أنت غير مخول للقيام بذلك)
These are just some examples.
Personally, I would love to find a tool that would give 70 to 80% accuracy. Till such a tool is developed by software programers, we have to do it the hard way.

I personally think that a translating tool which is 70 to 80% accurate is not much better than one with 0% accuracy.
Automatic/machine translation is a delusion (we are talking here of freely available translation systems such as google's linguistic tools), I have no experience of professional machine tools, except that they can be extremely costly.

We're working on a tool with Cisco Systems that facilitates crowdsourcing of content translation.
We tried integrating it with Google translator, but the translations coming from Google were reported as being worse than a blank screen. So currently it gives you the source language on one side and a place to input your translation on the other. As it works with the roles system, a user can be given the role of 'translator' - they can translate content without touching the original source content. It works with all the languages Moodle supports. There will be presentations on it at the west coast Moodle moot, and perhaps other places.
