I only want to comment on the speed - problems (DSL) you are talking about. I am running the moodle server from a dsl (1 Mb upstream) at home in a virtual (vmware) machine without any speed problems.
That is, I used to have a lot of speed problems when I was running on windows - not because of moodle itself, but because apache2 and php5 consumed so many resources that the system gradually ended up being more or less non responsive.
A change to opensuse 10.2 solved all speed problems - after a lot of energy had gone into trying to fix the windows based system.
I only have 150 students using the system, but the system has no problem also delivering streaming media (progressive download).
I don't want to start a windows/linux war - just say that in my experience moodle is not a fast system - but the cause speed problems like those mentioned should be searched for outside moodle.
