If you want to check this out from CVS, you will have to use
cvs checkout -r Moodle_14_dev moodle
and of course, don't do this on your production site...

Note that right now the 14_dev is (if I 'm not mistaken) abandoned. Also, all the changes that had been made for it (including site level blocks) are now included in the latest HEAD version (which you can grab without a -r argument).
