langimport.php displays nothing

We have Moodle 1.82 which is runningthe english language only.  I am trying to install the Japanese and French language packs for the language department.  when I go to Site Admin, Languages, Language packs, it takes about 30 seconds to display the page, which is blank. 

ANy ideas.

I used 1.82 too, but without any problems. Did you refresh your browser? Or try using another browser? You may perform the installation by downloading the Japanese & French language packs, unzip them inside the moodle/lang/... folder.

Tried that, and it worked for part of what we needed.  It got the French working, but not the Japanese.  Still looking

Check moodle/admin/phpinfo.php
Is allow_url_fopen on?

Yes it should.
Have you checked your php / apache error logs for something intersting?
Is the lang-folder writable for the webserver?

Problem solved but not fixed

Thanks for your help.  I have now got my French and Japanese lan packs working, but I am not sure how.  I went into a lot of areas, but I don't think I changed anything, other than manualy copying in the Language Packs several days ago.

I still can't get into the Langimport.php, but since I have my languages, I don't need to..
