If anybody is interested I have just added step by step instructions for installing PHP, MySql and Moodle in the developer Wiki. A fun job it was too - why does anybody use windows?
I also filled in the section about setting up cron on windows too
I meant to say installing on IIS - I guess the windows reference was probably a clue though
