I assume you're referring to course requests which, when enabled, results in a "Course request" button appearing for all users on the All courses page. Course requests may then be viewed by an administrator on the courses pending approval page.

Does the "Course request" button appear when you're logged in? If not, perhaps you could add a report of this bug in the tracker.
To follow-up on Helen's point.
- To setup course requests, click the following: Site Admin block, Courses, Course Request, Tick Enable Course Request.
- To check for a course request: Site Admin block, Courses, Add/Edit Courses. If there are any waiting, there'll be a Courses Pending Approval button at the bottom of the page.

The capability is moodle/site:approvecourse (Approve course creation). This determines if the button appears or not and is set to Allow by default for the Administrator user. Can you check under Site Admin -> Users -> Permissions - Define Roles -> Administrator.
Sorry, I wasn't very clear. I can see the approve course button, I cannot see a button to suggest a course..
Can you double-check that the setting "Enable course requests" is ticked in Site Admin -> Courses -> Course requests. Then login as a student, click on "All Courses" from the front page and the button should be there.
Ahh, thats probably where the issue is. My default role is course creator as the site is meant for collaborative course creation and updating.
