In Moodle 1.8, forum permissions may be accessed via the Roles tab on the update/edit forum page and the override roles link. Please see docs.moodle.org/en/Forum_permissions for more details. (The Using Moodle book is written for Moodle 1.4. Lots has changed since then.)
