I would like to add the additional role to the Course Category capabilities.
What I am chipping away at is being able to give permissions to users to add and manipulate sub categories of particular (parent) categories. At the moment you can control delete etc., but not permission to move. This would specifically allow the subcategories to be moved around - but not outside the category identified.
Seems like a good idea to me.
Might be worth your while trying to write out on a developer notes page exactly how you propose it should work in future, and/or what changes you are planning to make.
