No user's role?

Hi!
I;m a newbie in moodle. Now I administering my faculty's moodle... It's Moodle 1.6.3. I didn't see the user's role feature (eg: I can set this user as teacher or a student...). Doesn't the 1.6.3 have the feature?

And do you have some "manual for dummy" for upgrading to 1.8?

In 1.6, there are two entries in the Administration block of each course:
  • Administration -> Students -- manually enroll any registered user as a student
  • Administration -> Tutors -- add any registered user to the list of teachers
Prior to Moodle 1.7, the roles were fixed (Administrator, Teacher, Student, Course Creator, Guest). Moodle 1.7 introduced flexible roles. Instead of two course administration entries, there is now just one: "Assign roles."
