This looks like it might be a file/folder permissions problem. See http://dev.mysql.com/doc/refman/5.0/en/file-permissions.html. However, it is possible that error code 13 means something different for Windows than for Linux or Unix, so I can't be sure. I have gotten nowhere trying to find out what the Windows error codes mean.
