Hey all,
We've got a situation where our top Resource is our 'Administration' resource.
This is run by the Registrars Department and includes things such as Cover Sheets, Syllabus, Welcome Letters, and other Administrative documents relating to the course.
We don't want the teachers of the course accessing this one resource. Is it possible to give them access to everything else in a course but not this top resource?

I'm not getting a clear picture from your description. How many different kinds of courses are there? Does the Registrar's department have its own course? If so, do teachers need to access some of the resources in the Registrar's course, or are all those resources strictly for use by the Registrar's department?
No, there are dozens of courses all with different teachers.
The Registrars department puts the initial resource which contains the administriative information for students.
Teachers then go and add the rest of the information.
We had a teacher upload a replacement document into the 'registrars' resource which caused a lot of issues for an exam.
I want to put permissions on a resource so that only certain people can modify what is in it.
