This also happened to me in Moddle 2.0 and here is how I fixed it: if a TEACHER is also assigned another role, like STUDENT, this function does not work. A teacher must be assigned ONLY the teacher role. When I corrected that, the teachers started to get email notifications when a student submitted an assignment.
