Good plan! A basic implementation that allows for user discussion should help clarify the DMS prototype and design goals. Bringing the end user into the discussion as soon as possible makes sense to me. The last point you made in the other post about being able to "decouple" the DMS from Moodle is really important (IMO). Administrators need that flexibility.
