Does that mean that the "groups" functionality might work for 1.8.1? (And might be available this summer, rather than waiting for 1.9?)

Not particularly, as far as I know. It is just that all the moodle.com staff are busy working on Moodle 1.9, and as the latest stable version is available as 1.8+, there is no great urgency to do a 1.8.1 release, which would take a couple of days work to package up, write the release notes, etc.
The difficulty is that some IT departments are very reluctant to install a nightly build yet it is now hard to recommend installing vanilla 1.8.
However, the wait in now over. 1.8 was released today.
