You might be interested in bFree:

It parses a Blackboard archive, then can:
* preview content (with limited searching, so far)
* extract the course as files/folders
* extract the course as an independent web site
My thought is to add modules for extracting in formats suitable for importation into other LMSs.

bFree is the best tool we've tried for reading Bb7.3 archives. it reads them much better than MOODLE's default import/restore mechanism. All that's missing is a method of generating a moodle.xml manifest file from a bFree-extracted Bb archive, & the Bb > MOODLE migration path would be a thousand times what it is currently.
Unfortunately, its also missing quiz question and category exports and I don't know how well it deals with multiple resources in a single folder (or duplicately named resources for that matter).
I do love how it remaps the course so it is not in the silly Res0001 folders anymore (we're totally going to use this idea).
I asked UNC if we could use the source to include its conversion method in our new bb to Moodle converter web app (supporting versions 5.5 to 7.3), but they are not willing to share the source.
We are starting development on the converter sometime next week and should have it done in a few months.
