Have a look at my post in this thread for a possible solution depending on your host's setup. Has worked for me for the past 18 months, without the requirement to reboot apache.
Vic, the change"may" have been due to a change in the server setup overwriting the previous php.ini file (the tip referenced in the above thread avoids this issue).
Bear in mind that this may be against you host's terms of service i.e. they may not allow people to change the settings. Before trying it I would ask your host if you are allowed to use a modified php.ini file.
